Adapting to the COVID-19 environment has not been easy for most DHS acquisition programs. Due to these unprecedented times, programs have been faced with many challenges that have or could have affected the cost, schedule and/or performance of their program. Career Civil Servant - Spent 26 years in DoD - 10 yrs validating the threat in low intensity conflict models;

10 yrs developing arms control technologies for conventional and strategic arms control agreements. Served as a member of US delegations negotiating technical data exchange requirements of Conventional Armed Forces in Europe, Vienna Document, START, START II & III, Transparency in Armaments/Global Exchange of Military Information, OPEN Skies and other conventional arms control agreements.

5 yrs as the Director, Defense Critical Infrastructure & Sector Lead for the Defense Industrial Base. Served as the DoD representative to the Homeland Security Council Policy Coordination Committee and Federal Senior Leadership Council on Critical Infrastructure Protection. Led DoD efforts on the coordination and crafting of HSPD-19 on Combating Terrorist Use of Explosives in the US and initial re-write of HSPD-7 on Critical Infrastructure Protection. Co-authored the Mission Assurance framework, which served as the basis of DoD’s Mission Assurance Strategy issued in April 2012. Jointly conducted research and crafted briefs with a former CIA Director and personally briefed the President’s Homeland Security Advisor on the AURORA cyber vulnerability to the electric power grid. Led a group of DoD, National lab and industry partners in developing the Rotating Equipment Isolation Device (REID) to protect against AURORA events, now commercially available.

12 yrs with FEMA as the Director/PM for the Integrated Public Alert and Warning System PMO. • Provided Congressional testimony in response to the false ballistic missile warning in Hawaii and participated in field hearings in response to California wildfires. Routinely requested to provide Technical Drafting Assistance to Senate and House Congressional committees on legislative initiatives. Routinely requested by State Homeland Security and Emergency Management Directors to assist with establishing a vision for State approaches to comprehensive alert and warning. Routinely work with NATO's International Telecommunications Union and international partners from Australia, Chile, Israel, China, Canada, and Nigeria on setting up regulatory structures and technical frameworks for alert and warning.

Graduate of Norfolk State University; National Defense University; Information Resource Management College. Numerous awards, to include the Defense Meritorious Civilian Service Medal.
