Drawing on over a decade of experience through thousands of individual Ground Emergency Medical Transportation (GEMT) cost reports, Public Consulting Group experts will share insights and lessons learned. PCG will cover the current state of the GEMT landscape, the current guidance from Centers for Medicare & Medicaid Services (CMS) on GEMT programs and what the future of supplemental payments may look like.

1. Current Ambulance Supplemental Payment Programs (ASPP): PCG will share how current ASPP programs were established and why the funding is critical for providers.

2. Current CMS Guidance: After the release of the CMS guidance that came out in August 2022, there have been changes to existing ASPP programs and the supporting documentation necessary to complete cost reports.

3. What’s Next? PCG will share their thoughts on how ASPPs could look like in the future, what that means for providers participating, and how to establish a program if your state.

Ms. Narode serves as the Program Manager on the Florida Public Emergency Medical Transportation (PEMT) program working with over 60 providers on their Medicaid cost reports and oversaw the implementation of the FL MCO program for EMS providers. She is also the Program Manager for the Texas Ambulance Supplemental Payment Program (ASPP), Iowa, Illinois, and Oklahoma Ground Emergency Medical Transportation (GEMT) programs where she oversees a team to assist multiple EMS providers in completing Medicaid cost reports.

Kevin Joles serves as the EMS Division Chief of Lawrence-Douglas Fire and Medical in Lawrence, KS. Before his position as Chief, Kevin was the Captain of EMS Operations and EMS Training in the City of Olathe, where he led clinical education for the City and collaboratively within the Johnson County EMS system. Kevin also chairs the EMS Section of the International Association of Fire Chiefs (IAFC). In his 26 years in emergency services, Kevin has found a passion for superior prehospital clinical care within the departments he has worked with. Kevin’s progressive mentality has him spearheading new initiatives for cardiac arrest and working diligently to achieve the department's International Accreditation status (CPSE) and an ISO 1 rating.
