This is not a drill…we repeat, this is not a drill! The Center of Medicare and Medicaid Services has launched a mandatory program that impacts all emergency transport providers. The Medicare Ground Ambulance Data Collection System is a result of the Bipartisan Budget Act of 2018, in which all providers of ground ambulance services are required to collect and report on organizational data such as utilization, staffing, costs, and revenue for a full 12-month consecutive period. Half of all providers have already begun their collection period while the remaining half will be required to start in 2023.

On each project, she provides detailed data analysis, clear communication, project organization, and implementation planning. Her involvement spans partnerships with providers on the Washington Ground Emergency Medical Transportation Program (GEMT), the California Ground Emergency Medical Transportation Program (GEMT), and the CMS Medicare Ground Ambulance Data Collection System (MGADC). Ms. Ray performs educational outreach to ambulance providers to promote awareness and compliance with the MGADC, she hosts trainings for providers, and creates processes and workflow for PCG to process complete and accurate submissions on behalf of selected providers to CMS.

Sarah DiCicco is a healthcare Senior Consultant in Public Consulting Groups’ Austin, Texas office. In this role, she provides reimbursement and claim solutions services to state and local governments as well as ambulance service providers. Ms. DiCicco serves as a subject matter expert and drives the Medicare Ground Ambulance Data Collection awareness effort for public and private providers.

Ms. DiCicco joined PCG in early 2020 and holds a Bachelor of Science in Business Administration from the University of San Francisco and an Executive Master of Business Administration degree from the University of Texas.

Mike McEvoy is the Chief of EMS for Saratoga County, New York, the Chief Medical Officer for the West Crescent Fire Department and a nurse clinician in the cardiac surgical ICU at Albany Medical Center where he also teaches critical care medicine. He was appointed to a vacancy on the EMS Section Executive Committee in 2013, elected secretary of the section in 2014, elected chair of the Section in 2016 and again in 2019. He has been a member of IAFC since 2007.
