Trying to save money on day to day fire service expenses is critical. Inflation is outpacing fire departments income and will not keep up. This webinar will demonstrate how a fire chief can use local companies through the cooperative purchase agreement can save money.

Cooperative procurement has become a widely accepted practice to help local and state governments save time and money. This practice has evolved to cover many products and services volunteer, combination and career fire departments need to purchase. This means fire chiefs and commissioners have another tool to save money and reduce overhead while ensuring they get the products they want for their department. Participants will learn how cooperative procurement programs work and how they can be utilized. Discussion on procurement policy and strategy will be incorporated into the presentation.

Strategic Development, Public Safety
Crosby is the President of Cooperative Services, LLC and is on the Board of Directors for the Fire and Emergency Manufacturers and Services Association (FEMSA). He currently works with Sourcewell to lead their public safety cooperative procurement initiative. He also provides strategic development for National Cooperative Procurement Partners, the professional association for cooperatives. Formerly, he served as the President of a NPPGov and served on the Board of Directors for NCPP.

He has held several leadership positions in public safety association management including Director of Professional Development for the International Association of Fire Chiefs (IAFC). His local government career began in the fire service where he served as a fire department chief officer and project manager for city administration.

Crosby received a Bachelor of Arts (BA) degree from the University of Virginia, a Master of Public Administration (MPA) degree from Virginia Tech and completed the four-year National Fire Academy Executive Fire Officer program.

Shawn is a Program Manager with Cooperative Services, LLC. He currently works with Sourcewell on their public safety cooperative procurement initiative.

He has held several leadership positions in public safety association management including Assistant Executive Director for the International Association of Fire Chiefs (IAFC). Currently, he is the Fire Chief of the Dunn Loring Volunteer Fire and Rescue Department, Chairman of the Fairfax County, Virginia, Volunteer Fire Commission and Board Member At Large for the IAFC’s Volunteer and Combination Officers Section.

Shawn received a Bachelor of Science (BS) in Aviation Business Administration and a Masters of Aeronautical Science (MAS) both from Embry-Riddle Aeronautical University in Daytona Beach, FL.

Fire Chief, German Township Fire Department (Ret.)
John M. Buckman III served as a German Township Fire Chief managing volunteers for 35 years. He is most proud of the title “pawpaw.” Leslie his wife has spent 29 years together. He currently serves as Education Coordinator for the International Association of Fire Chief Volunteer and Combination Officers Section. He is the Director of Government and Regional Outreach for IamResponding. He served as the Indiana Fire Academy Director for 15 years. He served as President of the International Association of Fire Chief in 2001-2002.

He has authored over 150 articles in various publications. In 1996 he was selected by Fire Chief Magazine as Fire Chief of the Year in 1996. He has published 4 books and 7 photography books. He received the Indiana Governor Mitch Daniels Meritorious Service Award. The National Volunteer Fire Council (NVFC) presented with a Lifetime Achievement Award. In 2022 he received the Jimmy Seavey Health and Wellness award presented by the NVFC. and the Presidents Award from the International Society of Fire Service Instructors.

He was one of the founders of the Volunteer and Combination Officer Section (VCOS) and the National Fire Academy Alumni Association. He has contributed to several “ribbon reports” published by the VCOS. He was asked to be one of the editors for the original Lavender Ribbon Report published by the VCOS and NVFC in 2019. In 2021 he along with Brian McQueen spearheaded the update for the Lavender Ribbon Report. He is a principal author of the Yellow Ribbon Report and the updated updated Training Volunteers white paper published by the National Volunteer Fire Council and the Volunteer and Combination Officers Section.
