LTG Susan Lawrence, U.S. Army Retired
Managing Director – Accenture Federal Services, Armed Services Lead
LTG(R) Susan Lawrence leads the Accenture Federal Services Armed Forces portfolio within the National Security practice. In this role Lawrence regularly engages with clients to develop and execute technology transformation and mission-support strategies to deter, deflect and defeat today’s evolving threats.

Prior to joining Accenture Federal Services, as the Army’s CIO/G-6, Lawrence managed the defense enterprise systems, IT infrastructure, Command & Control (C4) solutions and advanced technology used by the military warfighter and the supporting civilian workforce. Additionally, she helped develop the U.S. Army Cyber Command and worked directly with senior staff members—including the Secretary of the Army and the Chief of Staff of the Army—to reduce costs and improve the effectiveness of cyber and other IT solutions.

Lawrence also served as the Commanding General for the Army’s Network Enterprise Technology Command (NETCOM), where her responsibilities included overseeing the Army C4 and Army Enterprise IT functions. During her extensive 40-year career in the Army, she had operational assignments in Europe, South Korea, Southwest Asia and the U.S. and led network, C4 and IT functions during military operations in Iraq and Afghanistan.

Lawrence holds a Bachelor of Science degree in psychology from Campbell University in North Carolina, a master’s degree in information systems management from the University of Georgia, and an honorary doctorate in science from Dakota State University. She credits the right combination of tenacity, vision and humility for her many successes. She is a lifetime member of the American Legion, and has been honored with not one but two Susan Lawrence Days in her hometown of Ida Grove, Iowa, one when she was promoted to Major General and one when she was promoted to Lieutenant General.

Michael J. Arnold
Mr. Michael Arnold currently serves as the Deputy Director for the US Army Talent Management
Task Force (TMTF).

A native of Sarasota, Florida, Mr. Arnold is a retired US Army Colonel with 25 years of active
federal service as a Multi-functional Logistician. He was commissioned in May 1993 as a
Distinguished Military Graduate from the University of Pennsylvania in Philadelphia, PA. (La Salle
University). He also earned a Masters Degree in International Relations from the Fletcher School
of Law and Diplomacy at Tufts University. Mr. Arnold was later selected to represent the US Army
as a National Security Affairs Fellow at the Hoover Institution at Stanford University for his
Senior Service College requirement.

Mr. Arnold served in a variety of key operational and command positions in the US Army from platoon
leader through battalion command. Additionally, he was assigned as an assistant professor in the
Department of Social Sciences at the United States Military Academy at West Point, NY. Later he
attended both the Army Command and General Staff College and the School of Advanced Military
Studies and earned his second Masters Degree in Military Arts and Sciences at Fort Leavenworth,
Kansas. He served as the Professor of Military Science for the Army Reserve Officer Training Corps
at San Diego State University prior to assuming command of the 842ⁿᵈ Transportation Battalion in
Beaumont, TX.

His deployments and assignments include: duty in the Federal Republic of Germany where he deployed
to support Peacekeeping Operations for Operation Joint Endeavor in Bosnia Herzegovina; two tours
(the 19ᵗʰ Sustainment Command and the 2ⁿᵈ Infantry Division) in the Republic of Korea; a deployment
to support Operation Desert Thunder in Kuwait; deployments to Kuwait and Iraq to support Operation
Iraqi Freedom; and contingency operations in Djibouti and Kenya to support State Department
Activities for Task Force Horn of Africa (AFRICOM)

In his final assignment, Mr. Arnold served in a joint position as the Army National Account Manager
at the Defense Logistics Agency at Fort Belvoir, Virginia where he was selected for Brigade
Command.

Upon retirement, Mr. Arnold joined the defense industry as the Vice President at Savantage
Solutions, a woman-owned, small business IT and Software Development Company.

Mr. Arnold’s awards include the Legion of Merit, the Bronze Star Medal, the Meritorious Service
Medal, the Army Commendation Medal, the Army Achievement Medal, and various service medals and unit
awards. He is married to the former Karen Wakefield of Connecticut
and has two children, Andrew and Cameron.

Dr, Jay Goodwin
Senior Research Scienctist ARI (Army Research Institute)
Dr. Jay Goodwin (ST – Personnel Sciences) is the Senior Research Scientist of the U. S. Army Research Institute for Behavioral and Social Sciences (ARI). He advises ARI’s Director on scientific matters, mentors ARI’s scientific staff, and provides guidance and oversight of the Team Effectiveness portfolio of research across ARI’s research program. He is one of the Army’s senior scientific experts on topics in personnel science for Army senior leaders. He advises the Army’s Talent Management Task Force (ATMTF) and is coordinating ARI’s efforts in support of the ATMTF. He also leads the Talent Management line of effort within Army Future Command’s Maximizing Human Potential.

Dr. Goodwin’s research expertise is in team and organizational effectiveness, leadership, and cultural factors in Joint, Interagency, and Multinational contexts. Prior to his current assignment, he was Chief of the Foundational Science Research Unit where he directed ARI’s basic research investments, and has led basic and applied research programs in leader development, team and organizational effectiveness, and cross-cultural issues throughout his career. He has served as Acting Chief of ARI’s Program, Budget, and Strategy Office multiple times, as well as leading ARI’s Strategic Initiatives Group. He has served as a behavioral science expert in multiple long-range R&D strategic planning efforts for the Army and Department of Defense. He was detailed to the Department of Defense Comprehensive Review Working Group as a research analyst and the lead writer the DOD report assessing the impact of repeal of “Don’t Ask, Don’t Tell.” He was previously employed at the American Institutes for Research, where his project work included personnel selection, test development, employment litigation support with an emphasis on statistical analysis, and performance modeling.

Dr. Goodwin received his M.S. and Ph.D. in Industrial/Organizational Psychology from the Pennsylvania State University. He is a Fellow of the Society for Industrial and Organizational Psychology, and the American Psychological Association (APA).

LTC Kris Saling
Chief Analytics Officer for the ATMTF
Semi-official: Kristin Saling currently serves as the acting Director of People Analytics in the office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) and the Chief Analytics Officer for the Army Talent Management Task Force. She coordinates analytic and technology solutions, writes policy, and resources innovation to promote data-driven decision making across the Army's people enterprise. She speaks and publishes frequently on the subject of people analytics and talent management for the Army's data workforce, to include data literacy.

COL Scott O'Neal
Strategic Innovation Group Chief
Colonel O’Neal graduated in 1996 from the United States Military Academy and was commissioned into the Corps of Engineers. His first assignment was to Ft. Polk, Louisiana where he served in the “Dragoons” of 2nd Armored Cavalry Regiment as a Sapper and Assault & Obstacle platoon leader before transitioning to an Armor officer and serving in the “Cougars” of 2nd Squadron as a Scout platoon leader as well as a Troop Executive Officer. During this assignment Colonel O’Neal deployed for 10 months to Bosnia as part of Operation Joint Endeavour.
Following attendance to the Armor Captains Career Course, Colonel O’Neal was assigned to the “Blackhawks” of 1st Squadron, 1st Cavalry Regiment in Budingen, Germany. During this assignment Colonel O’Neal served as a Squadron Maintenance Officer and Assistant S-3 before commanding Troop A, Headquarters and Headquarters Troop, and serving as the Squadron S-3. While assigned to 1-1 CAV, Colonel O’Neal deployed for 15 months to Iraq as part of Operation Iraqi Freedom.
Colonel O’Neal then attended Air Command and Staff College in Montgomery, Alabama before being assigned to Ft. Hood, TX and the “Brave Rifles” of 3d Armored Cavalry Regiment. While assigned to 3d ACR, Colonel O’Neal served as the S-3 and XO for the 1st Squadron “Tigers” and as the Regimental Operations Officer. During this period Colonel O’Neal deployed as part of Operation Iraqi Freedom for 15 months.
Following his return from Iraq, Colonel O’Neal was assigned to the Joint Staff in Washington D.C. There he served in the J-3’s Joint Operations Directorate as the NATO and EUCOM Desk Officer before returning to Ft. Hood and the 3d Cavalry Regiment where he commanded 2nd “Sabre” Squadron. During this assignment, he participated in the 3d Cavalry Regiment’s transformation from an Armored Cavalry Regiment to a Stryker Brigade Combat Team.

Colonel O’Neal then returned to Washington, D.C. where he served on the Army Staff as part of the Executive Strategy Group before being assigned to the Immediate Office of the Secretary of Defense where he served as the Director of Travel Operations. Colonel O’Neal then attended the National War College before being assigned to the 3rd Infantry Division in June of 2017 where he served as the TF Marne Chief of Staff.

Colonel O’Neal assumed command of 2/3 Armored Brigade Combat Team “The Spartan Brigade” in June of 2018 where he participated in the conversion of the brigade from Infantry to Armor, executed an NTC rotation, and deployed to USEUCOM and DEFENDER EUROPE 20 and ATLANTIC RESOLVE. Following command, COL O’Neal was assigned to the Army Talent Management Task Force in Washington DC.

Colonel O’Neal holds a Bachelor’s of Science in International and Strategic History from the United States Military Academy, a Masters in Military Arts and Science from the Air Command & Staff College, and a Masters in National Security Strategy from the National War College.
