Ms. Yvette K. Bourcicot serves as the Principal Deputy Assistant Secretary of the Army for Manpower
and Reserve Affairs. In this role, she is the primary advisor to the Assistant Secretary of the
Army for Manpower and Reserve Affairs on all matters related to the Army People Strategy. She
supports the Assistant Secretary in policy development for and oversight of human resources,
training, readiness, mobilization, military health affairs, force structure, recruiting and
retention, quality of life,
equity and inclusion, civilian personnel, marketing, and other critical matters. She served as the
Acting Assistant Secretary of the Army for Manpower and Reserve Affairs from January 2022 to
December 2022.
