Lisa Flores
Director & City Chief Procurement Officer at City of New York
Lisa M. Flores serves as Chief City Procurement Officer and Director of the Mayor's Office of Contract Services (MOCS). With over 20 years of experience in government, Lisa is an expert in New York City procurement rules and systems and is an advocate for procurement reform.
Born in Puerto Rico and raised in New York, Lisa is a proud Latina and a fierce advocate of equity and increasing opportunities for local minority and women-owned business enterprises. Under her leadership, MOCS has implemented several initiatives focused on demystifying the City’s procurement process by addressing issues such as access to information, language barriers, and process reform. In 2023, Lisa launched the MOCS in Your Neighborhood, monthly in-person workshops designed to provide prospective contractors with the critical support needed to contract with New York City. The initiative fulfilled her promise to “meet businesses where they are.”
Before becoming Director, Lisa served as the Deputy Comptroller for Contracts and Procurement, where she oversaw the review of all contracts, contract amendments, leases, and concessions between City agencies and vendors to determine whether the agreements should be registered.
Lisa received a Bachelor's Degree in International Politics and Spanish from Pennsylvania State University and a Master's Degree in Public Administration from New York University's Robert F. Wagner Graduate School of Public Service.
