Melanie began her career at Cognizant in 2020 and was appointed Chief Procurement Officer in 2023. Prior to working at Cognizant, she spent 8 years at MetLife in various roles. Melanie has an array of global experience managing large scale programs in over 40 countries and is passionate about the role Procurement plays as internal business partners, in driving organizational efficiency, and ultimately overall company success.

Birchard Allen

Chief Procurement Officer at U.S. House of Representatives

Birchard Brooks Allen III serves as the Chief Procurement Officer for the U.S. House of Representatives. In this role, Mr. Allen leads the CAO's team of procurement professionals, directing all strategic and operational efforts in acquisitions, purchasing, and contracting.

Mr. Allen joined the CAO in 2022, after decades of experience in procurement as a business analyst.

Mr. Allen has worked in both the public and private sectors, including Verizon, the DC Government, and the Library of Congress. At the Library, he improved communications to the House through the Congressional Research Service website redesign for the 111th Congress. Mr. Allen holds a B.A. from the American University and a J.D. from Catholic University Columbus School of Law.

Director of Products, Finance and Supply Chain at ServiceNow

Dean Ocampo is Director of Products for Finance and & Supply Chain at ServiceNow. Prior to ServiceNow, Dean was Director of Product Marketing for Aera Technology and Director of Product Marketing and Solutions Strategy Marketing for Elementum. Dean is an advocate for aligning customer objectives with solutions, implementation, and behavioral strategy across supply chain organizations. He’s worked with various F100 companies in Pharma, Electronics, Automotive, CPG, and Industrial markets to help institute a culture of empowerment alongside transformative supply chain technologies.
