Tim Nowak joined PCG’s Public Safety Consulting Services, following a 20-year career as an EMS clinician (career firefighter and paramedic/critical care paramedic), educator, content contributor, and administrator with extensive background in training, quality assurance, administration, operations, logistics, and mobile integrated healthcare/community paramedicine disciplines. His work experience spans rural, suburban, urban, and hospital settings in four states as well as various EMS association boards and state rule work groups. Most recently, Tim served as Assistant EMS Chief of Special Operations for a county-wide, municipal EMS agency in Florida running over 50,000 calls per year. Tim is also the founder and CEO of Emergency Medical Solutions, LLC, an independent EMS content and development company that he established in 2010.

Sarah DiCicco is a healthcare Senior Consultant in Public Consulting Groups’ Austin, Texas office. In this role, she provides reimbursement and claim solutions services to state and local governments as well as ambulance service providers. Ms. DiCicco serves as a subject matter expert and drives the Medicare Ground Ambulance Data Collection awareness effort for public and private providers.

Ms. DiCicco joined PCG in early 2020 and holds a Bachelor of Science in Business Administration from the University of San Francisco and an Executive Master of Business Administration degree from the University of Texas.

Kevin Joles serves as the EMS Division Chief of Lawrence-Douglas Fire and Medical in Lawrence, KS. Before his position as Chief, Kevin was the Captain of EMS Operations and EMS Training in the City of Olathe, where he led clinical education for the City and collaboratively within the Johnson County EMS system. Kevin also chairs the EMS Section of the International Association of Fire Chiefs (IAFC). In his 26 years in emergency services, Kevin has found a passion for superior prehospital clinical care within the departments he has worked with. Kevin’s progressive mentality has him spearheading new initiatives for cardiac arrest and working diligently to achieve the department's International Accreditation status (CPSE) and an ISO 1 rating.
