The Land Settlement Agency (LSA) was established in 1998 and started formal operations in 1999. It is now under the Ministry of Housing and Urban Development. Its mandate is to help protect eligible squatters from being removed from state land, to make it easier for squatters and tenants to get leasehold titles in designated areas, and to establish land settlement areas.

LSA's work is essential in reducing poverty and providing goods and services to all citizens in a sustainable manner so that they may have a good quality of life. There are over 250 squatting sites on State Lands in Trinidad and Tobago, with approximately 23,000 squatting households. To ensure that all citizens have a fair share of resources, LSA must address the situation holistically.
