Our panelists:

Amy Hielen joined the Foreign Service in 2012 and has served in Jakarta, The Hague, Cairo and Washington, D.C.  After receiving a CIO certificate from National Defense University in 2020, Amy served as the Special Assistant for the Deputy Chief Information Officer for Foreign Operations.  In June 2022, she rotated to her current position as Frankfurt Diplomatic Technology Customer Engagement Chief.  Amy holds a Master of Science from New York University in Management and Systems, with a Concentration in Applied Database Systems.

Billy McGowan joined the Foreign Service in 2010 as a Diplomatic Technology Officer and is currently the EES Deputy Division Chief at the U.S. Department of State in Washington, D.C. Prior to this role, he served as the Information Management Officer for Mission New Zealand and Apia, Samoa. He has also served in Tokyo, Japan, Dubai, UAE, and Melbourne, Australia. Billy is a U.S. Army Veteran and he holds PhD, MS and MBA. His academic focus has been computer information systems and IT management.

Michael Moise became a Diplomatic Technology Officer in 2019, after completing the FAIT Fellowship with the 2017 cohort and is current posted at the U.S. Embassy, Casablanca, Morocco. He previously served at the U.S. Embassy Nicosia, Cyprus. Michael holds a Bachelor of Science in Information Technology from Syracuse University and is working on a master's degree in cybersecurity from Georgia Tech.

Cynthia Segura joined the Foreign Service in 2010 and has served in London, Sydney, Beirut, Athens, and Madrid. She is currently Diplomatic Technology Customer Engagement Chief at the U.S. Embassy Paris. Prior to joining the Foreign Service she worked for the U.S. Geological Survey supporting the Global Seismic Network. Cynthia has a Ph.D. in Rhetoric and a B.S. in Computer Science.
