Rory Welch
VP, International Government, Intelsat Government Solutions
Rory Welch is the Vice President of Global Government at Intelsat. He leads all business development, sales, and program management for Intelsat’s international government business segment. Rory is responsible for providing satellite secure and resilient communications solutions for defense, intelligence, and civil space customers around the world.

Mr. Welch joined Intelsat in 2014, starting at Intelsat General as the Director of Space Services. Since then, he served as the Vice President of Operations and Support Services, leading the space & ground network engineering, customer service delivery, IT operations, security, and facilities functions for Intelsat’s Government business unit. Welch assumed his current role in 2023.

Before joining the Intelsat team, Mr. Welch served as a senior space operations officer in the US Air Force. He has over 30 years of experience in satellite operations, national ISR systems, space launch, strategic planning, and program management.

Mr. Welch has a M.A. from Air University, a M.A. from George Washington University, and a B.S. from Worcester Polytechnic Institute.

Jacob Blanc
Senior Director, Product and Strategy, iDirect Government
Jacob Blanc serves as director of strategic solutions and is a dynamic and accomplished professional, widely recognized for his expertise in the field of government satellite communications. With a keen focus on innovative solutions and a deep understanding of the industry, Blanc has established himself as a leader in the field, particularly in his role at iDirect Government.

Having garnered extensive experience over the years, Blanc has honed his skills in strategic planning, proposal writing and operational management. Through his work with NAVAIR and the White House Communications Agency (WHCA) he possesses a comprehensive understanding of the complex challenges faced by government agencies and the critical role that satellite communications play in enabling secure and reliable connectivity in mission-critical environments.

As a key member of the iDirect Government team, Blanc has consistently demonstrated a strong commitment to delivering cutting-edge solutions tailored to the unique needs of government customers. His visionary approach has led to the development and implementation of groundbreaking technologies that enhance communications capabilities and ensure seamless interoperability across multiple networks.

Blanc is a leading speaker at key events such as MILCOM, Military Tactical Communications Conference and Modern Warfare Week.

He has a bachelor of science degree in computer engineering from Penn State University, University Park.

Matt Sieber
Strategic Solutions Director for U.S. DoD Programs and Requirements, Kymeta
Matt joined Kymeta in 2021 after a 30-year career as a U.S. Marine. At Kymeta, Matt analyzes Department of Defense operating concepts and requirements and meets with operators from all Services to help align Kymeta’s products to meet the operational needs of warfighters. Matt’s Marine Corps career included a mix of operational tours with the Marine Air Command and Control community and more than a decade in capability development positions within Headquarters, Marine Corps. Matt’s career has been wildly varying to include providing security to villages, bases, and convoys in Somalia and Iraq, controlling the airspace over the western half of Afghanistan, assisting the Australian Defence Force with amphibious capability development, and developing new capability requirements to inform the Marine Corps’ five-year investment plan.

Matt holds a Bachelor of Science degree in Civil Engineering from Virginia Tech and master’s degree in Strategic Studies from the United States Army War College.
