The US has been collecting passenger biometric data upon entry and exit of the US for some time, but the rollout of the European Union, Entry Exit System (EES) perhaps has more implications for international travel globally. Because of geographical position the USA is often the final destination point for international travellers, and therefore usually only effects passengers and travellers heading to the US. But Europe is not only a final destination but often a transit destination for many international journeys. Therefore, the rollout of European entry exit system will have major impacts around the world.

Luca has more than 20 years of experience working with European Institutions and International Organisations. From 2011 until taking up the Deputy Executive Director post at eu-LISA, in 2020, he led the Technical Centre of the Central Bank Counterfeit Deterrence Group (CBCDG), a global association of Central Banks that supports and deploys technologies that deter the use of digital equipment to counterfeit currencies. Prior to that, Luca worked as a Senior Expert at the European Central Bank (ECB), focusing on setting the common quality and technical standards for banknote production and protecting the integrity of banknotes against counterfeiting.
He holds an Engineering Degree from the Polytechnic of Milan, a Master´s Degree from the School of Management of the Polytechnic of Milan (MIP) and an MBA from Oxford Brookes University. Luca has also completed the Advanced Leadership and Management Programme (OALMP) at Saïd Business School, Oxford University and the Program of Negotiation (PON) at Harvard University.

Mr. Jonathan D. Prescott is a CBP Officer with more than 15 years of experience with the Office of Field Operations. He began his career with CBP in 2007 at New York’s John F. Kennedy International Airport. As part of the primary processing unit at JFK, he played a crucial role in safeguarding our borders against potential threats, inspecting, and admitting travelers and ensuring a seamless flow of travelers throughout JFK. He regularly participated in several temporary duty assignments along the southern border, the Global Entry Vetting Center, Operation Allies Welcome, and at CBP Headquarters.

In 2014, Officer Prescott transitioned to CBP headquarters permanently where he held several key positions with the Electronic System Travel Authorization, the Traveler Communication Center, the Trusted Traveler Program, and the Commissioner’s Situation Room.

Currently Officer Prescott works as a Program Manger assigned to the Biometric Entry Exit Strategic Transformation office. As part of the biometric team, he is responsible for advancing CBP biometric capabilities by leveraging cutting edge technology and expanding the implementation of biometric entry and exit in the air environment to record the arrival and departure information of travelers.

Officer Prescott is a United States Navy Veteran where he proudly served with the “Fabolous Four” Naval Mobile Construction Battalion- 4 in support of Operation Iraqi Freedom.
