Deputy Fire Chief Larry Cocco, Toronto Fire Services (TFS), manages the Community Risk Reduction (CRR) Division that is responsible for Fire Inspections and Enforcement, Fire Investigations, Public Education and Fire Protection Engineering within the City of Toronto; servicing more than three million residents, commuters and tourists. As part of the largest Canadian fire service, CRR conducts comprehensive inspections and investigations to analyze the unique characteristics of metropolitan community risks, utilizing evidence-based findings to develop optimal methods for risk management, formulate modernised public education, and consistently improve inspection and enforcement strategies. Larry has extensive experience in managing major fire incident investigations, as well as specializing in fire safety inspections and enforcement of the Ontario Fire Code.

Capt. Patrick Durham

Troy Fire Department in Michigan, Captain and Training Officer

Patrick Durham serves as the Captain and Training Officer at Station 4 within the Troy Fire Department in Michigan. Additionally, Patrick is a skilled mechanical engineer, presently engaged in cutting-edge automotive industry projects. Notably, he has been involved in designing innovative multi-material battery structures for electric vehicles. Drawing from over 15 years of combined experience as a firefighter and engineer, Patrick has developed specialized training courses for firefighters, as well as YouTube content, focusing on various technical aspects, including the specific challenges associated with responding to incidents involving electric vehicles.

Furthermore, Durham is a member of the Technical Panel for Fire Safety of Batteries and Electric Vehicles at the UL Fire Safety Research Institute, where he contributes his expertise to advance the field of fire safety in the context of emerging battery technologies and electric vehicles.

Chief Michael O'Brian

Fire Chief, Brighton Area Fire Authority, Chair of the IAFC Lithium Ion Battery Work Group

Michael O’Brian is the Fire Chief of the Brighton Area Fire Authority and the International Director for the IAFC Fire and Life Safety Section. Chief O’Brian is the past chair of the ICC Fire Code Action Committee and serves as the chair of the IAFC Lithium IOn Workgroup.

Fire Program Manager, International Association of Fire Chiefs

Richard Miller has over 43 years of experience in the fire service industry as a career and volunteer firefighter and now as a Fire Service Program Manager for the Firefighter Safety Research Center at the IAFC. He has held the positions from Firefighter to Training Officer for the City of Fairfax Fire Department in Virginia. His goal is to provide knowledgeable factual information to the fire service industry to meet a diverse community by established leadership, that meets the needs of the leading Fire Chiefs.
