Bio
Born in Panama on November 24, 1977.

Graduated from Saint Augustine School and pursued parallel studies in two
universities, obtaining a Bachelor's degree in Law and Political Science in 2000
from Santa María La Antigua Catholic University, and a Bachelor's degree in
Business Administration, the same year, from Latin American University of
Science and Technology, graduating with magna cum laude honors from both
institutions.

Holds a Master of Laws (LL.M.) in Corporate Law earned from New York
University, an LL.M. in International Law from the University of California,
Berkeley, and a postgraduate degree in Business and Finance from New York
University under the Fulbright Program.

Vice Minister Mouynes has extensive experience at the highest professional level,
exceptionally combining business management, the practice of law, and civil
service, both in New York and Panama.

In New York, she worked for more than a decade in the structuring of
infrastructure projects with multilateral agencies, engaging in negotiations
involving complex investments in the financial markets. From 2013 to 2017 she
was the Chief Legal Officer of Fintech, an investment fund based in New York.
From 2007 to 2013 she was a Senior Project Finance Lawyer at Shearman &
Sterling LLP. She was also appointed by the New York City Council to the
Manhattan Community Board and was recently selected a New American Leader
Fellow.

In Panama, she has practiced law in the corporate and litigation areas for different
law firms, and in 2004 she was appointed Chief of Staff of the Ministry of
Commerce and Industries.

She has received numerous international awards, among them the Global Counsel
Award 2015 for Best Global General Counsel, granted by the Association of
Corporate Counsel, and she has served on the Board of Directors of several global
outreach organizations, such as Kangu (for maternal healthcare in Africa).

She is married, with two children.
