CAPT Dieguez is a native of Hartford, Connecticut, and a 1997 graduate of the United States Naval Academy where he earned a Bachelor of Science in Mechanical Engineering and commissioned as an Ensign in the Navy’s Civil Engineer Corps. He holds a Master of Business Administration from the Robert H. Smith School of Business at the University of Maryland, and completed the Executive Leadership Development Program from Stanford University Graduate School of Business. His expeditionary tours include Assistant Company Commander and Material Liaison Officer, Naval Mobile Construction Battalion (NMCB) FORTY, Port Hueneme, Calif.; Operations Officer, NMCB FOUR, Port Hueneme, Calif.; and Commanding Officer, NMCB ONE THIRTY THREE, Gulfport, Miss. His five deployments include contingency operations and peacetime construction across five Combatant Commander areas of responsibility in support of Operations ENDURING FREEDOM and JOINT ENDEAVOR, theater security cooperation missions, humanitarian assistance, and disaster recovery. His shore assignments include Instructor, Civil Engineer Corps Officer School, Port Hueneme; Construction Manager, U.S. Naval Academy; Flag Aide, Naval Facilities Engineering Systems Command (NAVFAC) Atlantic; Production Control Officer, NAVFAC Washington; Flag Aide, Chief of Naval Operations; Public Works Officer, Naval Station Mayport; Assistant Regional Engineer, Navy Region Southeast; Facilities Investment and Real Property Management Branch Head, Deputy Chief of Naval Operations for Fleet Readiness and Logistics (OPNAV N4); Assistant Chief of Staff (Facilities & Environment), Marine Corps Installations East- Marine Corps Base Camp Lejeune, and most recently as Public Works Officer, Naval Submarine Base Kings Bay. Dieguez currently serves as Commanding Officer, NAVFAC Southeast in Jacksonville, Fla., with additional duties as Regional Engineer, Nay Region Southeast. Dieguez is a Seabee Combat Warfare Officer, a registered Professional Engineer in the Commonwealth of Virginia, an Acquisition Professional Member, a certified Project Management Professional, and has completed Joint Professional Military Education Phase I through the Naval War College. He is proud to have served with teams authorized to wear the Navy Unit Commendation, Army Unit Commendation, Meritorious Unit Commendation, Navy Battle Efficiency Ribbon, and Humanitarian Service Medal.
