IT Operations Section Chief
Sylvia Del Valle is the IT Operations Section Chief for the Office of Chemical Security of the Cybersecurity and Infrastructure Security Agency (CISA) at the Department of Homeland Security (DHS). She is the project manager and user experience designer of the Chemical Security Assessment Tool (CSAT) Suite which supports more than tens of thousands of facilities and users nationwide.
Sylvia previously served as a Mathematical Statistician for the Department of Labor. She holds a Master of Science in Mathematics, is a certified Project Management Professional, and holds DHS Level III certifications for Program/Project Manager, Technology Manager, and Test & Evaluation Manager.
Rephael Houston
IT Program Manager
Rephael Houston works at the Department of Homeland Security (DHS) within the Cybersecurity and Infrastructure Security Agency (CISA). Rephael is the CSAT IT Program Manager in the Office of Chemical Security.
Rephael holds a B.A. in Economics, a Graduate Certificate in Conflict Analysis and Resolution; and master’s degrees in Strategic and National Security Studies, Technology Management, and Applied Positive Psychology. He holds DHS certifications for Program/Project Manager Level III, Technology Manager Level I, and Test & Evaluation Manager Level I.
