Outgoing Chief Technology Advisor - Office of the Director of National Intelligence
Mr. Dean Souleles is a technology thought leader and strategic advisor on technology’s impact on government, business, academia, and research. With a career spanning 40 years he has served as a technology advisor to three Directors of National Intelligence and been the ODNI’s chief public spokesman on technology issues affecting the Intelligence Community.
Mr. Souleles is the outgoing Chief Technology Advisor at the Office of the Director of National Intelligence where he also serves as the Director of the of the AIM Innovation Hub, the IC’s innovation center for artificial intelligence and machine learning. Mr. Souleles was the primary author and led the team that developed the IC’s AI strategy, “Augmenting Intelligence using Machines.”
He was the founding CTO of the National Counterintelligence and Security Center (NCSC), overseeing the development of the technology to implement the Continuous Evaluation Program in support of the personnel security investigative process and authoring the National Counterintelligence and Security Technology Strategy.
During his eight-year tenure as a Highly Qualified Expert at ODNI he also served as the Special Assistant for the Intelligence Community Information Technology Enterprise (IC ITE). He was the co-chairman of the IC Architecture and System Engineering Team (ASET) and oversaw the operations of the IC ITE Mission User Group (the “MUG”) which served as the “Voice of Mission” to IC ITE.
Other highlights of Mr. Souleles’ career include service as Chief Operating Officer of Resolution Health, Inc. a venture-funded healthcare, big data analytics company acquired by Anthem/WellPoint. He was Executive Vice President and CTO of QuadraMed, a $140 million international public healthcare IT firm. Early in his career Mr. Souleles spent 10 years as a Principal Engineer and System Architect at NASA’s Jet Propulsion Laboratory (JPL). After leaving JPL in the mid-1990s he founded SureNet, one of the earliest dial-up internet services providers.
