Quickly and efficiently sizing the development effort for agile software programs is a challenge for many IT programs. The Department of Homeland Security (DHS) has undergone an intensive research process of software sizing methodologies over the past 5 years, culminating in the development of a simplified software estimating process known as SiSE - Simple Software Estimation. The SiSE Estimating Process is a customized approach that combines functional software sizing principles (i.e., quantifying business function/transaction types, system interfaces, and requirements counts from high-level acquisition documentation) together with software productivity rates (e.g., hours per function point) to create realistic estimates for Agile software development effort and cost. This presentation introduces the SiSE process together with our open source SiSE guidebook and associated MS Excel® based-SiSE sizing template. Attendees will learn how SiSE uses best practices to quickly estimate requirements and build a credible and defensible cost estimate, based on the experiences with Agile software development programs at DHS.
