In order to leverage existing historical software development data across the services, DASA-CE frequently estimates software development costs for weapon systems and defense business systems using traditional software sizing metrics. With an increasing number of programs moving toward an agile development paradigm in recent years, the efficacy and relevance of traditional metrics such as source lines of code have been questioned. In order to better understand the potential cost implications of agile development, DASA-CE examined agile data points in the SRDR and ISBSG dataset. DASA-CE’s analysis will highlight CER accuracy using agile vs non-agile data points, the productivity difference between agile and non-agile programs, as well as other contributing factors that may be influencing findings within these commonly used datasets. Additionally, the analysis will explore the utility of Function Points as an alternative size measure for agile programs and will highlight a case study using a major defense business system.
