This presentation will provide an overview of the Government Accountability Office (GAO) Agile Assessment Guide and the best practices described within. GAO is an independent, nonpartisan agency that reviews federal programs in response to Congressional requests. In the past, we have found that federal agencies have struggled to adopt and execute Agile. As a result, we developed the GAO Agile guide in consultation with approximately 400 experts from across government, industry, and academia. The guide establishes a consistent framework based on best practices that can be used across the federal government for Agile adoption, execution, and program control.

Senior Schedule and Cost Analyst
Juaná Collymore is a senior schedule and cost analyst for Government Accountability Office (GAO). She has over 20 years' experience providing technical expertise on several GAO audits of schedule, cost, EVM and Agile federal programs. She has helped develop GAO best practices guides including the Cost Estimating and Assessment Guide, the Schedule Assessment Guide, and the Agile Assessment Guide as well as helped develop and deliver training classes for auditors on scheduling, cost estimating, EVM. Juaná has a Bachelor of Science degree in Civil Engineering from Howard University and a Masters of Cost Estimating and Analysis from the Naval Postgraduate School and holds certifications as a Project Management Professional (PMP), Planning and Scheduling Professional (PSP) and Cost Estimating and Analysis (CCEA).
Anna Irvine
Senior Cost Analyst
Anna Irvine is a senior cost analyst for Government Accountability Office (GAO) with over 18 years of experience as a program manager, engineer, and cost analyst. Ms. Irvine's breadth of experience includes leading concept development and feasibility studies for aircraft and unmanned aerial systems, and providing novel approaches to cost research and cost estimation in support of the United States Navy, Army, Marine Corps (USMC), Coast Guard (USCG), and National Aeronautics and Space Administration (NASA) acquisition and research programs. Most recently, she helped developed GAO's Agile Assessment Guide.
Ms. Irvine holds a Master of Science in Mathematics from Virginia Tech, Bachelor of Science in Aerospace Engineering from Virginia Tech and is a Certified Cost Estimator/ Analyst (CCE/A). She has presented her award-winning cost analysis research at Military Operations Research Society Symposium (MORSS), Department of Defense Cost Analysis Symposium (DoDCAS), and International Cost Estimating and Analysis Association
(ICEAA) conferences.
