Tab Bailey
Programme Manager Strategic Projects (Free Flow Charging), Strategy and Planning - Highways England
Tab Bailey joined the Freeflow Second Generation Freeflow Programme from Highways England’s Major Projects department where she was a Regional Sponsor and Head of Programme development. She championed Smart Motorway schemes and also the Upgrade of Dynamic Hard Shoulder sections to All Lane Running and the Rollout of Stopped Vehicle Direction. Prior to Highways England, she worked as a consultant seconded to Thames Water and delivered an accelerated power upgrade to Becktown Sewage Treatment works. Before that, she was part of the Transport for London team that put in the original Congestions Charging Schemes and the Low Emission Zone. She leads a programme of trials into future road pricing technology with an in many areas of ITS.

Tab went to Polytechnic and University in Sunderland and Sussex where she studied Environmental and Agrarian Studies. This later took her to West Africa as a VSO volunteer and then as an Agroforestry Advisor for the Dutch Government. For 7 years, Tab advised on bush fire prevention and environmental management.

Ferzan M. Ahmed
Executive Director - Ohio Turnpike & Infrastructure Commission
Ferzan was appointed by the Ohio Turnpike and Infrastructure Commission as Executive Director in February 2019. He is a native of Pakistan and came to the United States in 1985 as a college student. He attended Kansas State University and graduated with a Bachelor of Science degree in Electrical and Computer Engineering.

Ferzan began his career in transportation in 1992 at the Ohio Department of Transportation (ODOT). In 2011, he was appointed as the Deputy Director of ODOT District 6, where he oversaw all ODOT activities in Central Ohio. He left ODOT in 2016 when the Delaware County Commissioners appointed him as the Administrator of Delaware County, Ohio. Prior to the Turnpike, Ferzan served as a Vice President and leader of AECOM’s Ohio Transportation practice.

Ferzan is a registered Professional Engineer in Civil Engineering and a former Board Member and Chair of the Ohio State Board of Registration for Engineers and Surveyors. He is an Emeritus member of the National Council of Examiners for Engineering and Surveying (NCEES). He currently serves as member of the Board of Directors of the International Bridge Tunnel and Turnpike Association (IBTTA).
