Jennifer, an innovative leader, is the Chief Operating Officer & Executive Vice President, Healthcare at New Jersey Innovation Institute (NJII) which manages federal and state grant programs focused on improving healthcare delivery. The Healthcare Division, under Jennifer’s leadership, is the state designated entity responsible for operating and managing the New Jersey Health Information Network (NJHIN) on behalf of the New Jersey Department of Health (NJDOH).
Jennifer has more than two decades of HealthIT experience and is one of the few women in leadership in the healthcare industry. Having worked as a Chief Information Officer and Security officer on the provider side of healthcare, Jennifer implemented and supported EHR and revenue initiatives; led cybersecurity, HIPPA and privacy, Information Services, Clinical Informatics and Telecommunications on a state-wide scale; and continues to provide a cutting-edge vision to the healthcare field and revolution.

Herminio S. Navia Jr. RN (Bebet)
Program Director, Medicaid Enterprise Systems, New Jersey Department of Human Services, Division of Medical Assistance and Health Services
Herminio Navia Jr., Bebet, is the Program Director for the New Jersey Medicaid Enterprise Systems. He provides State oversight for the overall system development and operation for Eligibility and Enrollment, Medicaid Management Information System and Health Information Technology and Interoperability.

Bebet leveraged his administrative experience in HITECH to implement the New Jersey Substance Use Disorder Promoting Interoperability Program. This milestone-based program supports behavioral health and substance use disorder providers in the adoption and continued use of electronic health record technology. Prior to his career in State government, Bebet functioned as the Program Director for the Medicaid Specialist Program of the New Jersey Regional Extension Center and participated as chair and member on various workgroups and initiatives in healthcare interoperability. His prior experiences also includes executive positions in hospital information technology and nursing administration.
