Associate Town Planner, RJP Town Planners

Tillie Baker is an Associate Town Planner at Ruth Jackson Planning Ltd, Manchester. Currently focused on infrastructure, she has a wide range of experience advising both public and private sector clients on projects across the commercial, healthcare and education sectors in the North West, North East and London. She served on the RTPI’s Regional Activities Committee from 2017 to 2021, leading the Education, Careers and Mentoring Task Group for two years. Originally from Sydney, Australia, Tillie studied planning in the United States, starting her career in upstate New York. She became chartered through the Associate route in 2019, receiving a commendation for her submission, and continues to mentor planners from varied backgrounds who are seeking membership of the RTPI.

Principal Flood Risk Officer, Lancashire County Council

Laura Bigley is a Principal Flood Risk Officer at Lancashire County Council where she manages the team that performs the role of the Lead Local Flood Authority. Laura has worked across Lancashire and Merseyside over the course of her career both as a planner and as a flood risk manager. Laura specialises in sustainable drainage systems and flood risk planning and is the Chair of the Association of Sustainable Drainage Systems Authorities (ASA) as well as a technical advisor to the North West Regional Flood and Coastal Committee.

RFCC Member - Development and Sustainable Investment

Chris Findley retired after forty two years in local government in 2020, the last twenty of which he headed Salford City Council’s Planning Service. In 2021 he was appointed an Independent member of the NW Regional Flood and Coastal Committee, with a focus on Development and Sustainable Investment. He is also a trustee of the Mersey rRivers Trust, and is a continuing member of the RTPI.
