Scott Porter is Director of Business Development for Advanced Engineering Consultants, Ltd. (AEC), a small business mechanical, electrical, fire protection, plumbing and technology engineering design firm headquartered in Columbus, Ohio with additional offices in Cincinnati, Cleveland, and Virginia Beach. Senior Realty Specialist, Department of Veterans Affairs, ORP
Brian Hilton, P.E., has built a rewarding career in public service, currently working in the Department of Veterans Affairs' Office of Real Property (ORP). He takes pride in upholding President Lincoln's promise, "To care for him who shall have borne the battle, and for his widow, and his orphan."

As a Senior Realty Specialist and Project Manager in the Office of Lease Execution, Brian manages the execution of complex VA medical facility leases. His portfolio includes over 1.2 million net usable square feet (NUSF) with a total contract value exceeding $1.4 billion.

Previously, Brian served as a Senior Resident Engineer in the Lease Delivery Office, overseeing post-award design and construction for specialty clinics, including outpatient facilities, mental health services, specialty care residences, and community living centers.
Before joining the VA, Brian worked with the U.S. Army Corps of Engineers as a Project Engineer and Senior Project Engineer, delivering major construction projects for the Army, Air Force, Navy, SOCOM, and VA, with total project costs in the hundreds of millions of dollars.

His dedication to service extends to his time as a Commissioned Engineering Officer in the Ohio Air National Guard, where he served as Chief of Transportation, Airfields, Logistics, and Engineering in a RED HORSE unit. He deployed multiple times in support of Operations Enduring Freedom and Iraqi Freedom in Iraq, Oman, Kuwait, and Qatar.

Brian holds a Bachelor of Arts and a Bachelor of Science in Civil Engineering from the University of Toledo, and a Master’s degree in Construction Science from Auburn University. He is a licensed Professional Engineer in Ohio and Georgia and holds multiple Federal Acquisition Certifications (FAC).

Deputy Director, Office of Small Business Programs, NAVFAC Atlantic
Jennifer L. McGuire joined Naval Facilities Engineering Systems Command (NAVFAC) in August 2001. She has extensive background and experience in the con-tracting field. She began her contracting career in the Internship Program at Engineering Field Activity, Chesapeake in Washington, D.C. in August 2001.

Currently, McGuire is the Deputy Director for Small Business at NAVFAC Atlantic, and has served in this position since November 2021.

She previously held the position of Deputy for Small Business at NAVFAC Mid-Atlantic NAVFAC Southwest, NAVFAC Pacific, and NAVFAC Hawaii. She has also served as a Contracting Officer at NAVFAC Southwest, NAVFAC Washington, and NAVFAC Atlantic.

Ms. McGuire holds a Bachelor of Arts degree in Economics from San Diego State Universi-ty and a Master of Science in Acquisition Management from American Graduate Universi-ty.

Cherie Kunze currently serves as the Deputy for Small Business Programs for the Army Corps of Engineers in Norfolk District. She oversees the District Small Business Program and is the principal advisor to the Commander and his staff on acquisition and small business matters. She has over 40 years of Federal Contracting Experience as a Contract Specialist, Procurement Analyst and Contracting Officer with the last 7 years as the Deputy for Small Business Programs. She is an Instructor for USACE and is on the Crisis Action Team. She has spent the majority of her career at the Army Corps of Engineers in Norfolk, VA but started her federal acquisition career with Communications Electronics Command (CECOM) at Fort Monmouth, NJ.

Mrs. Kunze is a graduate of Virginia Wesleyan University with a Bachelor’s Degree in Business Administration and Master’s Degree from Strayer University with a specialization in Acquisition from Strayer University.
