About This Webinar

The ASHRAE® Design Guide, “Guide for Resilient Energy Systems Design in Hot and Humid Climates”, was developed by USACE’s Construction Engineering Research Laboratory (CERL). Both the General Services Administration (GSA) Green Proving Grounds (GPG) and U.S. Department of Energy’s (DOE) High Impact Technology (HIT) Programs selected design methods and technology from the design guide, and the U.S. Navy implemented these best practices at Naval Support Activity (NSA) Orlando to pretreat the outside air using dehumidification prior to the cooling stage. This process is known as “outdoor air pretreatment device to decouple the latent and sensible loads”. This webinar will review the Design Guide, discuss GSA GPG, and DOE HIT Programs, and share technology implementation, innovation, and best practices at NSA Orlando.

As a California registered Mechanical Engineer, Jim has directly managed scores of HVAC improvement projects across healthcare, institutional, resort and commercial office sectors. Altaire manufactures Advanced Dehumidification Airstream Pretreat Technology (ADAPT) Pretreat and DOAS units which condition incoming outdoor air before entering the air handling unit, decoupling the moisture load of outside air from the thermal load of the building.

Jim has participated and won the U.S. General Services Administration (GSA) Green Proving Grounds (GPG) for HVAC Dehumidification 2021 with Academy Energy Group and Altaire Systems. Jim was also a key contributor to the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE®) / U.S. Army Corps of Engineers (USACE) – “Guide for Resilient Energy Systems Design in Hot and Humid Climates".

Ray Arguello is a retired Navy Surface Warfare Officer. He served as the Commanding Officer of the USS Benjamin Stoddert DDG-22. He worked for POWER Engineers for 20 years building their government business. He has served in positions as a project manager and business development coordinator and program manager for POWER's Asia Pacific Operations. After his retirement from POWER Engineers he joined Scout as a Board Member to assist in their business development and marketing. He has been a member of SAME for over 15 years.

Dr. Zhivov's area of expertise includes Army-wide facilities energy strategic planning leading to the implementation of new HVAC systems, distributed generation technologies, renewable energy, heating plant modernizations, building commissioning processes, and modeling and analysis tools for installation operations. He develops the framework and concepts of a secure, reliable, and efficient Army installation energy strategy and supporting implementation programs.

Dr. Zhivov served as an Operating Agent for the International Energy Agency ECB Program Annex 46 “Holistic Assessment Tool-kit on Energy Efficient Retrofit Measures for Government Buildings “EnERGo,” Annex 61 “Business and Technical Concepts for Deep Energy Retrofit of Public Buildings,” and Annex 73 “Towards Net Zero Energy Public Resilient Communities.”

Dr. Zhivov is a Fellow and Life Member of the American Society of Heating, Refrigeration, and Air-Conditioning Engineers. Authored more than 250 books and technical papers and has been a contributor to National and International Ventilation Guides, and Energy Standards.
