Christina Worrall, MPP
Senior Research Fellow
Ms. Worrall has over 20 years of experience as a health researcher and evaluation consultant. Currently, she works with the National Governors Association to support select states with approved 1115 Medicaid demonstration waivers to plan required evaluations. Additionally, Ms. Worrall manages the UMN Rural Health Recerch Center's evaluation of the Helath Resources and Services Administration (HRSA) Federal Office of Rural Health Policy's Rural Health Network Development program. For the Medicaid and CHIP Payment and Access Commission (MACPAC), Ms. Worrall led six case studies to assess Medicaid eligibility, enrollment and renewal processes and systems. Finally she managed the evaluation of Minnesota's State Innovation Model initative, which included planning and executing both qualitative and quantitative data collection and analysis as well as reporting and presenting findings to the state and its stakeholders.

Prior to joining SHADAC, Ms. Worrall worked as an independent consultant specializing in evaluation, strategic planning and health and human services policy research. Before that, she was a Vice President at the Lewin Group, where she worked for nine years.

Ms. Worrall has a master’s in Public Policy from the J.F. Kennedy School of Government at Harvard University and a B.A. in Economics from Skidmore College in Saratoga Springs, NY.
