Deputy Commissioner, NYPD, Executive Protection Expert
A 20-year veteran of the NYPD, Deputy Commissioner Sheppard brings a wealth of enforcement, investigative, and strategic management experience to this dynamic role. Deputy Commissioner Sheppard has served in a number of key assignments over the course of his career, most recently as Commanding Officer of the 28 Precinct in Harlem – where his performance was recognized with a promotion to the rank of Deputy Inspector. Prior to that assignment, Sheppard managed a specialized team in the Police Commissioner’s Office responsible for liaising with diverse communities across the five boroughs. He has also held a number of advisory roles with high-level departmental executives, including the Chief of Department.

Former Global Intelligence & Executive Protection at McDonald’s, Current Founder + CEO, INTELAB Ventures
Ryan is a corporate risk and resilience executive, program builder, board member/advisor and talent champion with 20 years of advising business leaders on both risk and opportunity. He most recently led the Global Intelligence and Executive Protection functions at McDonald’s, and served as the acting Chief Security Officer from November of 2022 to October of 2023. Ryan began his professional career in 2003 as a U.S. Army Intelligence Officer, deploying multiple times overseas where he served with distinction. Ryan is a former President and Board member of the Association of International Risk Intelligence Practitioners and current host of The Business of Intelligence Podcast. He recently created INTELAB Ventures, a combination risk + resilience consultancy and incubator focused on creating thought leadership, community-building collaborations, special initiatives, and practitioner tools for the corporate risk management practitioner. Ryan has a bachelor’s degree with Honors in Political Science from the University of Illinois at Urbana-Champaign and a law degree from The University of Illinois Chicago School of Law.

Deputy Chief, NYPD
Deputy Chief Paul Ciorra started his police career with the Rockland County NY Sheriff’s Department in 1986. He joined the New York City Police Department in July 1987, and began his career on patrol in the 47 Precinct in the Bronx. He was promoted Sergeant in 1994; Lieutenant in 1998; Captain in 2002, Deputy Inspector in 2008, Inspector in 2012, and Deputy Chief in 2014. He has served in the 42, 44 and 47 Precincts, the Street Crime Unit, Manhattan North Narcotics Division, Bronx Narcotics Division, the Highway District, Intelligence Bureau, and the FBI-NYPD Joint Terrorist Task Force (JTTF).

Currently assigned to the FBI-NYPD Joint Terrorist Task Force, Deputy Chief Ciorra has previously commanded the Intelligence Operations and Analysis Section, NYPD Highway Patrol and the Bronx Intelligence Team. He has served as Executive Officer of the 47 Precinct and as Intelligence Collection Coordinator.

Deputy Chief Ciorra earned a Master’s of Public Administration degree from Marist College and a Bachelor of Science degree in Criminology/Criminal Justice from Mercy College. He is also a 2007 graduate of the Police Management Institute class XIX(19) at Columbia University Business School, and a 2001 graduate of the FBI National Academy class #206 at Quantico, Virginia.

A 31 plus-year combat veteran of the United States Army/ Army National Guard, Deputy Chief Ciorra retired at the rank of Lieutenant Colonel. He served two years of active duty in the Sunni Triangle in Iraq. His last assignment before retirement was the Antiterrorism/Force Protection Branch Chief at NY State Joint Forces Headquarters, Albany NY. He is the recipient of the Bronze Star, Iraq Campaign Medal, Combat Action Badge, and Paratrooper Badge.

Former CIA Station Chief
John Franchi is a former senior officer of the Central Intelligence Agency, retiring after 29 years of distinguished government service which included numerous high-level positions internationally and in Washington DC, as well as with the U.S. military and U.S. Department of State.

His assignments included tours throughout the Middle East and Africa, as well as extensive experience in Europe. John is a fluent Arabist who has developed an expertise in geopolitical and transnational issues related to the Middle East, Islam, counter-terrorism, counterintelligence and cyber issues. He holds a Master of Arts in Middle East Studies from Harvard University.
