The U.S. DoD is transforming its relationship with commercial satellite communications providers to maintain U.S. leadership in the space domain. Under the U.S. Space Force, this effort is moving into high gear to leverage multi-orbit and multi-transport technologies that will provide much-needed resilience and redundancy. Based on these capabilities, military staff worldwide will rely on space and satellite technology more heavily every day to stay informed and make decisions in real time. This webinar will explain progress the DoD and Space Force are making in their collaboration with industry to foster SATCOM innovation that will support the U.S. military’s pivot to the future. We will focus on how the Space Force’s Space Systems Command Commercial Satellite Communications Office is working to match the needs and requirements of various operational commands and other DoD agencies to commercial providers and manages the DoD contracting process.

Clare A. Hopper
Chief, Commercial Satellite Communications Office (CSCO), United States Space Force
Clare A. Hopper is Director, Commercial Satellite Communications (COMSATCOM) Office, assigned to the Space Systems Command, United States Space Force, Washington, D.C. She is responsible for delivering COMSATCOM capabilities to support the joint warfighter, federal agencies, and international partners. Her portfolio includes the Enhanced Mobile Satellite Service (EMSS) Program Office, the EMSS Capabilities Office and the Department of Defense COMSATCOM Solutions Program Office.

EMSS is an $800 million global satellite program that provides the Department of Defense, federal and coalition partners with unlimited access to the commercial Iridium constellation, a mesh-network of 66 on-orbit cross-linked satellites, through a dedicated, EMSS controlled gateway.

The COMSATCOM Solutions Program Office acquires any commercial satellite capability for any customer, anywhere, and has over $5 billion under management.

Prior to this role, Mrs. Hopper was the SATCOM Division Chief, Defense Information Systems Agency (DISA). In this role she managed the Department of Defense Enterprise Gateways Program Office, the SATCOM Operations Integration Branch, and the COMSATCOM portfolio described above, prior to its Congressionally directed transfer to the United States Space Force. Other assignments include Program Manager, EMSS and Program Manager for a classified telecommunications system within DISA’s National Leadership Command Capabilities Center (NLCC). Mrs. Hopper began her career in government with DISA as a Contracting Officer, and served as the Chief, Special Projects Contracting Branch, which held a contracts portfolio valued over $2 billion.

Prior to joining the government, Mrs. Hopper was a retirement funds analyst for T. Rowe Price.

Mrs. Hopper received her Bachelor of Science Degree in Finance from West Virginia University and is a Certified Public Accountant.

Mrs. Hopper is Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certified in Contracting from the Defense Acquisition University (DAU).

Leslie Blaker Glass
Vice President, Strategic and Business Development, Hughes Defense and Government Systems
Leslie is presently supporting the Hughes Defense and Government Systems team as Vice President, Strategic and Business Development. Other more recent endeavors included her successful Woman Owned, Small Business (WOSB) aerospace consulting practice, following her position as a member of Inmarsat Government’s executive team as Senior Vice President of Strategy Development, where she was accountable for corporate strategy, capture, marketing and business development.

Preceding Inmarsat, as a veteran of the satellite communications industry for over 30 years, she has served in other related executive roles as a member of the proxy board and Vice President, Development at SES Government Systems, as a founder and board member of iDirect, and led other accomplishments at, Rockwell Collins, Space Systems Loral launching the Xtar program, GTE Spacenet which was acquired by the SES Corporation, and her first position in the industry at Hughes Network Systems.

Leslie was appointed to serve in key advisory roles, including the National Security Telecommunications Advisory Council (NSTAC) SATCOM subcommittee to the President of the United States, the U.S. DoD CIO Mission Assurance Working Group (MAWG), and various roles supporting the Satellite Industry Association (SIA) executive board for over a decade, to include her appointments as both co-chairperson and chairperson.

Leslie also volunteers her time as a member of the Board of Directors for the Autism Learning Center (ALC), a 501(c)(3) nonprofit organization established to provide comprehensive educational recovery services for children with autism, and various board appointments for the Town Of Herndon, VA Historic and Architectural Board. She also currently serves as Treasurer of the Satellite Society Professionals International (SSPI).

Her professional accommodations include the Commanders Award for Civilian Public Service, In Theatre supporting Operation Desert Storm, U.S. Army Intelligence and Security Command (INSCOM); Top 20 Women in Aerospace Award, Satellite Society Professionals International (SSPI); and Heroines in Technology 13th Annual Awards Finalist, March of Dimes and Armed Forces Communications Electronics Association (AFCEA). She attended undergraduate studies at Southern Virginia University.
