Steve Kemp MRTPI
Executive Director Open Plan
Steve is RTPI East Midlands Nations and Regions Panel representative. Steve re-joined the RMB/RAC in 2018 after a long “break”, having previously served on the regional committee back in the 2000s. For next year, he is taking on the role of East Midlands representative on the RTPI’s Nations and Regions Committee. Based in Lincoln, Steve heads up the plan-making and placemaking studio, OpenPlan, which operates mostly in two strangely diverse regions: the East Midlands and the West Indies (Caribbean). Steve is particularly interested in developing the application of spatial planning skills and insights to build resilience and adaptation to the impacts of climate change. He sees national and international knowledge sharing and transfer as being crucial to effective planning.

Dharmista manages Design:Midlands Design Review Panel specialising in the promotion and recognition of design quality, providing timely design and engagement interventions across a range of projects. Dharmista is a Chartered Town Planner (MRTPI) with experience in development management, conservation, regeneration and urban design.

Senior Principal Urban Design and Conservation Officer, Nottingham City Council, alkiki healthy, happy, places Co-founding Director, Urban Design Group East Midlands Convenor
Laura is the East Midlands Convenor for the Urban Design Group and was amongst the first recognised urban design practitioners in the UK. She is currently a Senior Principal Urban Design and Conservation Officer at Nottingham City Council, where she is developing the Design Quality Framework for the City. She has an active role in co-running the Urban Room.
Angela Reeve
Senior Director at Turley
Angela is a Senior Director at Turley, and has over 19 years of experience as a town planner advising private and public sector clients on commercial and residential schemes across the UK. She has a strong track record in leading multi-disciplinary teams on complex planning applications and is adept at negotiating with local planning authorities to secure deliverable planning permissions. Angela has led advice on major regeneration, employment, and housing projects across the West and East Midlands, including Paradise, Port Loop and Blythe Valley Park.
Angela is a Trustee of Design Midlands, and sits on the Midlands Chapter of the BCO Committee.
Roisin Barrett
Planning Inspector
Roisin is a town planner, urban designer and historic building conservation expert. She has worked in both the public and private sectors, local and central Government and private practice. For the last 15 years or so she has been a planning inspector. Her caseload includes the highest level appeals casework, with a particular emphasis on design and historic building conservation. In addition, she carries out local plan examinations, having examined the current London Plan. Currently, she heads a team of Planning Inspectors dealing with the highest level appeals casework.
