AUSA’s Noon Report webinar series features presentations by senior Army leaders responsible for key programs and initiatives, as well as contemporary military authors who weave together the past, present and future story of the United States Army.

Please join us on Wednesday, 6 March, at 12:00 PM EST, for a Noon Report with Command Sergeant Major Andrew J. Lombardo, Command Sergeant Major of the Army Reserve. CSM Lombardo will discuss some of the challenges currently facing the Army Reserve and will highlight some of their recent accomplishments. In an era of great power competition, the Army needs forces who are able to compete with adversaries, respond to crises and win in conflicts—all while preparing for the future. The Army Reserve is essential to this mission; it is Ready Now to provide Soldiers and units to Combat Commanders, knowing that the Joint Force cannot deploy, fight or win without the unique support of the Army Reserve.

CSM Andrew J. Lombardo
14th Command Sergeant Major of the Army Reserve
Command Sergeant Major Andrew Lombardo enlisted in the United States Army in 1985. He attended One Station Unit Training (OSUT) at Fort McClellan, Alabama where he graduated from the US Army Military Police School. He completed a two year Active Duty commitment with the United States Military Academy Military Police Company at West Point, New York. After being released from Active Duty, he enlisted in the United States Army Reserve in Long Island, New York, where he served in every non-commissioned officer leadership position in various units within the 77th RRC. He was selected as Honor Graduate from PLDC, BNCOC, and the First Sergeants course. He is a 2006 graduate of the United States Sergeants Major Academy. In 2015, CSM Lombardo graduated from both the Army Force Management School and the National Defense University Reserve Component National Security Course. He is a 2016 graduate of the University of Kansas School of Business Army Leader Strategic Broadening Program, and was selected as Honor Graduate from the United States Army War College Nominative Leader Course 17-03. Most recently, in 2019, CSM Lombardo completed the National Defense University Keystone 19-02 Command Senior Enlisted Leader Course in joint and combined studies.

CSM Lombardo most recently served as CSM of the 200th Military Police Command, Fort Meade, Maryland. Previously, he served as Division CSM of the 99th Readiness Division at Joint Base McGuire, Dix Lakehurst, CSM of the 100th Training Division (Leader Development) and CSM of the 333rd Military Police Brigade, 306th Military Police Battalion, the 301st Regional Support Group and the 1079th Garrison Support Unit.

During CSM Lombardo's 33 years of distinguished military service, he has served in six overseas deployments including Operation Desert Shield/Storm, Operation Joint Guard Bosnia, Operation Joint Guardian Kosovo, twice in service in Operation Iraqi Freedom, and Operation Enduring Freedom (Afghanistan).

His awards and decorations include the Bronze Star Medal (awarded twice), the Meritorious Service Medal (3rd award), the Army Commendation Medal (7th award), the Army Achievement Medal (5th award), the Navy Achievement Medal, the National Defense Service Medal (with two Campaign Stars), Air Assault Badge, the German Armed Forces Badge for Weapons Proficiency in Gold (Schützenschnur Gold), and the Meritorious Unit Citation (awarded twice).

In his civilian career, he is currently a Police Executive holding the rank of Deputy Inspector with the New York City Police Department.

CSM Lombardo earned a Master of Science Degree in the Administration of Justice from the University of Louisville. He is a 2007 Honor Graduate of the prestigious Southern Police Institute and a 2016 graduate of the Naval Post-Graduate Institute Executive Leaders Course. CSM Lombardo is a New York State licensed Emergency Medical Technician and a Nationally Certified Emergency Medical Technician.

CSM Lombardo is a native New Yorker. When not working, he enjoys running marathons, hiking, diving,
motorcycling, traveling and spending time with his wife Elizabeth, an accomplished attorney.

CSM Julie Guerra, U.S. Army Retired
Director NCO and Soldier Programs, AUSA
Julie Guerra has a BS in Liberal Arts from Excelsior University and joined the Army in 1994, when she attended training as a counterintelligence agent. She was selected for the U.S. Army Sergeant Majors Academy in 2010. Her final assignment in the Army after over 29 years of service was as the Senior Intelligence SGM for the Army in HQDA G2, Pentagon. Assignments over the course of her career included: Operations Sergeant Major in the 111th Military Intelligence Brigade; Battalion Command Sergeant Major for 309th Military Intelligence Battalion; Senior Intelligence SGM for I Corps G2 and Joint Base Lewis McChord; and rear detachment CSM for the 201st Military Intelligence Brigade. Overseas, she spent time in Korea and Bosnia, among other locations. Julie is currently serving as the Director of NCO and Soldier Programs for AUSA.

SMA Dan Dailey, U.S. Army Retired

Sgt. Maj. of the Army Daniel A. Dailey, U.S. Army retired, joined the staff of the Association of the U.S. Army, where he serves as vice president of Noncommissioned Officer and Soldier Programs.
A native of Palmerton, Pennsylvania, Dailey enlisted in the Army in 1989 and attended basic training and advanced individual training as an 11B (infantryman) at Fort Benning, Georgia. During his career, Dailey held every enlisted leadership position in the mechanized infantry, ranging from Bradley Fighting Vehicle commander to command sergeant major. Dailey has served with the 1st, 2nd, 3rd and 4th Infantry Divisions stateside and overseas. In March 2009, he was selected as the 4th Infantry Division command sergeant major, where he served as both the command sergeant major of Fort Carson, Colorado, and U.S. Division‐North, Iraq. In 2011, Dailey was selected to serve as the command sergeant major of the U.S. Army Training and Doctrine Command (TRADOC). Dailey was sworn in as the 15th sergeant major of the Army on Jan. 30, 2015, and relinquished the position on Aug. 9, 2019.
In addition to four tours in support of Operations Iraqi Freedom and New Dawn, Dailey deployed in support of Operations Desert Storm and Desert Shield. He earned the Bronze Star with Valor for his leadership during the 4th Infantry Division’s two‐month Battle for Sadr City in 2008.
Dailey is a graduate of class 54 of the U.S. Army Sergeants Major Academy and the Command Sergeants Major Course. Dailey holds a Bachelor of Science (Summa Cum Laude) from Excelsior College.
Dailey has been married to his wife, Holly, for 26 years. They have one son, Dakota.
