About This Webinar

Learn about recent changes to the Unified Facilities Criteria (UFC) 2-100-01 Installation Master Planning that ensure DOD building practices and standards promote military installation resilience, including energy and climate resiliency. This webinar will cover Air Force Reserve Command case studies that illustrate considerations of severe weather and climate risk in installation planning using the AFCEC Severe Weather/Climate Hazard Screening and Risk Assessment Playbook and hazard-specific screening criteria. Hazard screening and risk assessment for five Air Reserve Bases (Dobbins ARB, Grissom ARB, Homestead ARB, March ARB, and Westover ARB) and a resiliency plan pilot study demonstrating how installation professionals should address Phase 3 requirements will also be discussed.

ensure that building practices and standards of the DoD promote military

Objective 3: Understand how to implement the AFCEC Severe Weather Playbook – for
hazard screening, risk assessments, and resiliency action plan

action plan, which highlights the connection between plan and project
funding opportunities.

Mr. Abalos works as a Regional Planner as the primary POC for climate resiliency planning at the Air Force Civil Engineer Center, which supports Air Force Installations. Master planning support for severe weather and climate hazard issues, as well as mitigation measure guidance is provided to help create more resilient military bases and surrounding communities. He was a Community Planner with the US Navy & US Marine Corps the previous 10 years serving at the Installation and Region level in various capacities. Mr. Abalos holds a B.S in Urban and Regional Planning and a M.A in Public Administration.

Federal Planning Solutions Director, Jacobs
Ms. Zender, AICP, is the Federal Planning Solutions Director at Jacobs. In this role, she serves as an integrator between installation planning, project development and environmental permitting for federal customers. She is also the Jacobs Program Manager for the HQ Air Force Reserve Command.
Kira has over 27 years of experience working in environmental consulting and has a B.A in Urban Studies from New College of the University of South Florida and a M.A. in Urban and Regional Planning from Michigan State University. She is cross trained in environmental planning and military master planning and has led large environmental and planning projects for AFRC, USACE, USAF as well as other federal agencies.

Ms. Bradford is the Global Technology Leader for Resilient & Sustainable Infrastructure Planning at Jacobs. Elizabeth provides management consulting services to address infrastructure challenges, using a balanced business case approach that considers an organization’s economic resiliency and sustainability while planning environmentally and socially resilient and sustainable projects and programs. She brings over 27 years of industry experience across a broad range of sectors and services, to inform the development of the implementation frameworks and tools that translate sustainability and resilience strategy into individual ownership and action throughout an organization. Elizabeth’s work has been recognized with the 2017 Environmental Business Journal's Industry Leadership Award for her work developing the Resiliency and Sustainability Framework, and the 2019 City & State New York Responsible 100 Infrastructure Award.

Before joining Jacobs, Ms. Bradford served 7 years in the US Navy Construction Force (1994-2001), where she pursued an AA from St. Leo University (2000). After leaving the armed forces, Ms. Bradford pursued a BS in Geology from the University of South Alabama (2004) and an MS in Earth Sciences from Dartmouth College (2007).

Community Planning Program Manager, Headquarters Air Force Reserve Command
Mr. Newhouse is the HQ AFRC Command Planner responsible for all master planning
activities for the Air Force Reserves which includes nine host installations and 57 partner
locations/ranges. Bo is a graduate of the University of Alabama with a degree in Civil
Engineering. He also served as a former Air Force Civil Engineer and Navigator.

Affairs and Planning with a concentration in Urbanization Planning and Policy from Virginia
Tech.

Ms. Paranhos is an interdisciplinary civil engineer and Envision Sustainability Professional
(ENV SP) specializing in resilient and sustainable infrastructure projects. She has
experience in both coastal and inland flooding projects, structural engineering, sustainability
consulting, climate change adaptation, risk assessments, hazard mitigation planning, asset
management, grant and report writing, and project delivery. Ms. Paranhos holds a B.S. and
M.S. in Civil Engineering from Stanford University.
