CONFERENCE ENDED
In these two ninety-minute interactive sessions, attendees will hear from leading port cybersecurity experts, from IAPH members, leading edge technology advisors and providers on how ports can identify gaps in their defences, what an effective drill looks like, the sort of training port staff need and how best to share experiences. Input will come from specialised solution providers who help prevent cyber-attacks and provide ports with crisis-management support if attacked. Attendees will also get an update from IAPH on its submissions to the IMO FAL trade facilitation committee as well as the latest IMO regulatory developments in maritime cyber security management.

    Moderator - Ingrid Boqué
    Global Strategic Networks Officer Hamburg Port Authority
    Ingrid Boqué has worked in the maritime industry for over a decade. She began her career in 2012 at the Port of Barcelona, working as Pier Supervisor for Carnival Corporation & plc and Intercruises Shoreside and Port Services. In this position, she was responsible for managing the turnarounds of cruise ships calling at the port of Barcelona.

    In 2015, she moved to Hamburg to take on the role of Assistant Manager to the Managing Director for the Cruise Terminal Operator Cruise Gate Hamburg GmbH. In 2018, Ingrid joined the Hamburg Port Authority as Global Strategic Networks Officer, where she also coordinates the chainPORT initiative.

    Additionally, she serves as Assistant Manager to the CEO of the HPA for International matters. She is an active member of the International Association of Ports and Harbors on various committees and projects.Ingrid holds a degree in Tourism Management from CETT-University of Barcelona and has recently obtained an MBA in International Business from the EU Business School.

    Moderator - Victor Shieh
    Strategy and Communications Director - IAPH
    Victor Shieh is IAPH’s Strategy and Communications Director, having commenced work for IAPH as Communications Partner for its World Ports Sustainability Program which launched in 2018.

    Victor has been involved in the maritime and logistics industry since he graduated in BCom from The University of Birmingham, beginning his career as a management trainee of the National Freight Consortium in the UK before leaving for Spain. There he commercially managed an enterprise serving Iberian ports and logistics operations with real-time radio data solutions.

    He then moved to Belgium in 1998 where he was European Business Unit Manager for voice-based logistics data systems. He then joined Safmarine Container Lines as Global PR and Communications Executive , a Maersk subsidiary with roots in Africa.

    Following ten years in the role, Victor set up his own communications agency, advising shipowners, offshore companies, ports, terminal operators, supply chain logistics companies, and forwarders on all aspects of corporate communications.

    Jens Meier
    CEO, Hamburg Port Authority and President, International Association of Ports & Harbors
    Jens Meier (56), a computer scientist graduate, has been CEO of the Hamburg Port Authority (HPA) since 2008. With over 25 years of experience in the port, logistics, finance and IT sectors, he is a proven expert and renowned speaker on future maritime issues and in the field of digitalization and cyber security.

    Jens Meier, elected IAPH Vice President for Europe in 2019, served in this capacity at the International Association of Ports and Harbors (IAPH) for a four year tenure, during which he also assumed a temporary vice-presidency for Africa. He was elected IAPH President in summer 2023 and has been in office since November of the same

    Patrick Verhoeven
    Managing Director IAPH
    Patrick Verhoeven is managing director of the International Association of Ports and Harbors (IAPH). The organisation represents about 180 ports and some 150 port-related businesses in 85 countries worldwide.

    Prior to joining IAPH in 2017, Patrick spent twenty-four years in Brussels representing the interests of shipowners, port authorities, terminal operators and ship agents at EU level. He started his career in 1991 with the Antwerp-based ship agent Grisar & Velge.

    From 2019 to 2022, Patrick served on the supervisory board of the Ukrainian Sea Ports Authority as deputy chairman. Patrick holds a PhD in applied economics and a bachelor’s in law from the University of Antwerp. He is associate professor at the university’s Centre for Maritime and Air Transport Management (C-MAT). Patrick lives in Antwerp with his wife and three children.

    Additionally, Gadi is involved with key international organizations such as IMO, UN/CEFACT, WEF, IPCSA, and ISO. His work across these roles highlights his dedication to advancing global trade and logistics through innovation.

    Gadi holds a B.A. in Computer Science and a M.B.A., which underpin his expertise in technical and managerial capacities.

    Tony Zhong
    Chief Information Security Officer - Port of Los Angeles, Information Technology Division
    Tony Zhong is the Chief Information Security Officer at the Port of Los Angeles. In this role, he manages the Port’s cybersecurity program, Cyber Security Operations Center (CSOC) and Cyber Resilience Center (CRC). Throughout his career, he has been involved in protecting critical infrastructures, supply chains, and digital assets and services. Additionally, he collaborates with various private and public organizations on cyber initiatives.

    Tony currently chairs the CRC executive and technical committees, co-chairs the ChainPort Cyber Security workgroup with international ports since April 2022 and chaired the Cyber Security committee for the American Association of Port Authorities (AAPA) from 2019 to 2021. Tony is a subject matter expert in various cybersecurity disciplines along with possessing industry certifications.

    Stephen Mills
    Global Director of Navy Cybersecurity, Wärtsilä
    Stephen Mills is currently the Director of Navy Cyber Security at Wartsila. He is a Senior IT / Cyber Security Executive and US Navy Veteran with over 28 years of global experience in Maritime Operations, Engineering, Communications, and IT/OT cybersecurity. Prior to Wartsila he was the Director of Maritime Cybersecurity for Royal Caribbean Group (RCG) where he was responsible for driving the Maritime Cybersecurity strategy and initiatives that maintains the safety and security of 80,000 crew members and over 7 million guests annually. He supported a fleet of 65 ships across 5 brands and 2 private islands: Royal Caribbean International, Celebrity, Silversea, TUI and Hapag Lloyd.

    He began his Naval career as a Surface Warfare Officer serving in leadership roles on a variety of ships including two tours as a Chief Engineer. He then transferred to the Information Professional Community (Communications and IT) and served in senior leadership roles including; The Director of Afloat Communication for Commander Second Fleet, Military Deputy Director CIO/J6 at US SOUTHERN Command and as Combat System Officer onboard USS RONALD REAGAN. His final tour in the US Navy was at US Fleet Forces Command, where he served as the Cyber Operations Chief and Deputy CIO/N6.

    Stephen has obtained several degrees and certifications and is an active member of the BOD of Old Dominion University School of Cybersecurity and MTS ISAC.
