Breaches occur when a program or project fails to meet any cost, schedule, or performance threshold in the approved Acquisition Program Baseline (APB). DHS breach policy applies from the approval of the APB at Acquisition Decision Event 2B through Full Operational Capability. A variety of factors contribute to breaches, and sometimes breaches are unavoidable. In this breakout session, program officials will discuss causes of breach, and share success stories of how they utilized innovative strategies to manage cost, schedule and/or performance breaches. The goal of the session is a collaborative discussion about reasons for breaches, lessons learned to help avoid or resolve breaches in the future, and potential updates to DHS breach policy.
