Smuggling & Trade in Illicit Goods, Antiquities and Endangered Species

The global trade in endangered species, over 1.5 million transactions per year, will drive some species to extinction if the trade is not stopped. The cultural damage inflicted by the global trade in antiquities, valued over $20 billion, cannot be quantified but is all too easily understood.

Wildlife trafficking as a transnational crime is the 4th most lucrative illegal trade after narcotics, human trafficking, and counterfeiting.

While the COVID-19 pandemic has caused widespread global disruption, some central aspects of pandemic response - including lockdowns and travel restrictions - are also impacting wildlife poaching and trafficking supply chains.

Alarmingly, some areas have reported an increase in wildlife poaching due to reduced law enforcement patrols and losses of rural jobs during lockdowns.

Due to the large volumes of goods involved, coupled with a relatively minimal risk of detection and arrest, seaports are key transit gateways for illegal wildlife products. According to the Elephant Trade Information System, up to 72% of ivory is trafficked by sea.

So, what can the border community do to stem the flow and illegal trade of illicit goods, antiquities and endangered species?

In this webinar we will learn and understand the transnational threats and channels used by traffickers and what can be implemented to help combat this illegal trade.

She holds a Master of Laws (LL.M.) on International Law and International Relations from the Law School of the Aristotle University of Thessaloniki, and her MA Thesis «Legal issues arising from the application of International Humanitarian Law in the field of cyberwarfare» has received the Award of Excellence of the Hellenic Association of International Law and International Relations «Konstantinos Oikonomides». She is fluent in English, German, French, and Turkish.
She has cooperated with the MPSOTC in September 2020, giving a lecture on the «Internet / Dark Web & the Trafficking of Antiquities» in the context of the 1st MPSOTC/OSCE Cultural Property Protection Course. Finally, she has made a contribution to the writing of the OSCE, TNTD, BSMU Handbook for the Protection of Cultural Property, on the Trafficking of antiquities on the Dark web.

Director of the Committee of Prevention and Management of Social Exclusion - Hellenic Community for Behavior Analysis
Angeliki A. Aloupi MSc in Psychology, is a graduate of the Philosophy, Pedagogy and Psychology department of the National and Kapodistrian University of Athens and of the General Education, also department of the National and Kapodistrian University of Athens, Greece. She received her Master’s in Organizational and Economic Psychology, and more specifically in staff training and learning development, from the department of Psychology at the Panteion University of Social and Political Sciences in Athens. She works from 2007 at the Greek Ministry of Education and Religious Affairs and from 2019 as an external partner of Panteion University of Social and Political Sciences in the Life-Long Learning Center, department of Psychology, program of «Behavior Analysis». She has worked for over a decade with minorities in culturally diverse classrooms. She is specialized in instructional design based on the principles of Behavior Analysis and she has developed training courses about Cultural Property Protection in cooperation with the Hellenic Police Force and Greek Ministry of Education. Moreover, she has contributed to the design of the educational structure of the Handbook for the Protection of Cultural Heritage of the OSCE BSMU (Sotiriou Konstantinos-Orfeas Author).

Katerina Koukouvaou is an archaeologist at the Ministry of Culture and Sports of the Hellenic Republic (General Directorate of Antiquities and Cultural Heritage, Directorate of Prehistoric and Classical Antiquities).
As a PhD candidate at the University of Patras her research project explores temporary exhibitions in Greek archaeological museums.
Before joining the Ministry of Culture and Sports Katerina worked for the General Secretariat for Migration Policy (currently established in the Ministry of Migration and Asylum of the Hellenic Republic), in the Directorate of Migration Policy and the Directorate of Social Cohesion.

Peter is Lecturer in Cultural Heritage Under Threat at Cranfield University. His research broadly examines the looting, trafficking, and destruction of cultural heritage with a special emphasis on collaborative counter-trafficking workshops with transnational organisations, customs, border security, and police. His PhD in Archaeology is from the University of Southampton.

Orfeas Sotiriou is an alumnus of the National School of Public Administration and Local Government of Greece. Prior to his entrance to the National School, he had worked as a Police Sergeant for 20 years out of which 6 at the Antiquities and Cultural Heritage Department of Greek Police. Furthermore, he holds a Bachelor and a Master in Archaeology from the National and
Kapodistrian University of Athens. His Master Thesis (cum Laude) was an in-depth examination of the illicit trafficking of cultural heritage property phenomenon in Greece. Since 2016 Orfeas has been included in the OSCE's expert roster and consequently has joined the major training workshops of the organization around the world. Furthermore, in 2019 Orfeas created the first ever Handbook for the Protection of Cultural Heritage Property. By combining details extracted from 1000 official arrests related to cultural heritage crimes he developed a unique risk scale for the protection of Cultural Heritage Sites. As an expert, he has helped Homeland Security of the USA, INTERPOL and WCO in various cases with stolen cultural heritage objects, and he has achieved repatriation of antiquities.
